Major Site Development Permit, Major Use Permit, and Lot Merger for the Conversion of an Existing Building into an ‘Urgent Care and Administration Office’

The City of Ukiah Planning Commission has approved a major site development permit, major use permit, and lot merger for the construction and operation of a new Urgent Care Clinic and Administrative Office facility for Mendocino Community Health Clinics. Located at 1240 Airport Park Boulevard, the project involves merging two parcels into a single 1.16-acre lot and performing an adaptive reuse of an existing 7,129-square-foot building. The development will expand the total building area to 14,144 square feet by adding a 6,958-square-foot mezzanine for administrative offices, while the 7,186-square-foot ground floor will house an urgent care clinic equipped with seven exam rooms, imaging, and support areas. Site improvements for the facility include the installation of 48 parking spaces, patient loading zones, upgraded pedestrian facilities, screened mechanical equipment, and a full solar panel offset. Because the site is located within the Mixed-Use Airport Industrial Park Planned Development zoning district and falls within Airport Compatibility Zones 5 and 6, the project must adhere to the Ukiah Municipal Airport Land Use Compatibility Plan. To mitigate potential noise and glare impacts and ensure public safety, the project requires a conditioned aviation easement. The project has received a CEQA exemption based on its status as a minor alteration of existing facilities.
