Makahiki o Ke Ala Hele

The Hawaii Department of Land and Natural Resources is seeking proposals under RFP No. 2026.2 for the Makahiki o ke Ala Hele (Year of Our Trails) 2027 campaign. The project aims to increase awareness of Hawaii's historic, cultural, ecological, and recreational trails to promote stewardship and safe usage. The selected vendor will be responsible for creating three original illustrations: a 5x5 inch circular logo featuring specific imagery such as a kōleā in flight and a voyaging canoe, a webpage header, and a classroom poster. Deliverables must be provided as high-resolution vector files in both color and black and white, compatible with Adobe Photoshop or Illustrator, with a minimum resolution of 300 dpi. The project requires the submission of at least two initial design concepts per illustration and a minimum of two revision rounds, with a final completion deadline of December 4, 2026. Proposals will be evaluated on a 100-point scale, with the highest weight given to artistic quality and creativity, followed by relevant experience and cultural appropriateness and sensitivity. Vendors must provide a detailed quote and approximate timeframe as no project budget has been established. To be eligible, contractors must maintain a valid Certificate of Vendor Compliance and provide necessary tax clearance certificates and general excise tax licenses from the State of Hawaii. The Department of Land and Natural Resources will retain exclusive ownership rights to all final vector files. All submissions must be processed through the HlePro portal.
