Male Short-Term Residential Intervention Program

The North Carolina Department of Public Safety, through its Division of Juvenile Justice and Delinquency Prevention, is seeking qualified vendors to establish an agency contract for a Male Short-Term Residential Intervention Program that provides gender-responsive, trauma-informed care to adjudicated juvenile males. The program requires vendors to operate facility sites capable of housing and serving a minimum of 90 juvenile males simultaneously, with each site capable of accommodating at least 30 youth at any time. The contract will have an initial three-year term with the state holding the option to extend for up to two additional one-year periods. Vendors must demonstrate the capacity to deliver 24/7 onsite and offsite supervision, implement evidence-based, research-supported programming, and maintain full compliance with North Carolina Department of Health and Human Services licensing standards, including staffing an RN or LPN and a licensed mental health professional such as an LCMHC, LPA, or LCSW. The program must integrate the NCALLIES system and maintain electronic health records while adhering to PREA standards to prevent and respond to sexual abuse. Vendors are required to submit comprehensive cost proposals detailing daily rates per occupant, a line-item budget, and a narrative explaining cost calculations, with reimbursement structured as a per diem fee unless an alternative invoicing method is approved. Invoicing must include specific mandatory fields such as the NC contract number, order date, buyer’s order number, vendor and manufacturer part numbers, item descriptions, quantities, and pricing, and payments are contingent upon formal inspection and acceptance of services. Vendors must meet stringent eligibility and compliance requirements, including certification of financial stability, absence of debarment or suspension, non-collusion in bidding, and adherence to securities law and federal false claims statutes. They must complete and submit multiple attachments, including HUB vendor information, customer references, worker location disclosures, financial condition certifications, and alcohol and drug-free workplace policies. All proposals must be submitted via the Ariba Sourcing Tool by the deadline of August 17, 2026, and include signed execution pages and all required documentation. A mandatory site visit to the proposed facility location is a pass/fail requirement. Evaluation will follow a best-value approach using a ranking method based on weighted non-price factors including project organization, technical approach, vendor experience, references, and cost proposal, assessed through narrative review and committee consensus. Vendors must also undergo background checks at their own expense, disclose any criminal convictions, regulatory sanctions, or pending litigation, and register with the North Carolina
