The Federal Bureau of Prisons (Bureau) hereby submits a notice of intent to negotiate on a sole source basis, a fixed-price contract, to The Moss Group, Inc. located at 1312 Pennsylvania Avenue, SE, Washington, DC 20002. The proposed contract action is for specialized training for correctional staff in the field of gender responsive management and prison safety with skills necessary to maintain the continuity and compatibility of existing correctional training. The period of performance will be from October 1, 2019 - September 30, 2020 with the four 1-year option periods. Other than full and open competition is being conducted in accordance with FAR 13.106-1(b)(2). This announcement constitutes the only announcement for this requirement. Quotations are not being requested and a written solicitation will not be issued. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. At information received will be considered exclusively for the purpose of determining whether to conduct a competitive procurement for future acquisitions of this or similar nature. Responses received by August 9, 2019 will be reviewed. The determination not to compete is solely the Government's discretion.
