The National Geospatial Intelligence Agency (NGA) is researching the market availability of firms that can potentially provide the services described herein. The capability information provided in response to this market survey is not expected to be a proposal, but rather statements regarding the company's experience for the type of service. Information is to be submitted by COB 15 October 2008. Capability packages must not exceed 10 pages and must be submitted electronically. The NGA Source GEOINT Research Center holds and maintains approximately 1.6 million hardcopy materials, with over 77 percent being maps and charts. NGA has a requirement to convert the entire hardcopy map and chart collection into a digital environment. While the entire collection cannot be converted to a GeoPDF because of the lack of datum, projection or the scale is not between 50-200K, there are over 600,000 items that require evaluation for GeoPDF value, with subsequent conversion to GeoPDF or PDF. The end-to-end process of scanning and GeoPDF conversion requires: 1) file preparation, 2) digitizing of the image, 3) determination if the file meets minimum requirements for GeoPDF format and creation of the GeoPDF, 4) linking of digital images, 5) storage of files, and 6) quality checks. Services will be performed on-site at NGA, Bethesda, MD. Facility space and all required IT hardware, software and workstations that have connectivity to the NGA infrastructure will be provided by NGA. The scanners and scanner operational software will be contractor furnished. Personnel must have a SECRET clearance. It is anticipated that the contract will be issued on a firm-fixed price basis for performance-based services with a one year base period and a one year option. Companies are to provide information on their background, experience and capabilities in the following areas. 1) It is anticipated that this requirement falls within NAICS 518210, size standard $25 million. Provide your small business status information for this NAICS along with your qualification information under any other SBA program. 2) Experience in digitization of hardcopy data 3) Experience in creation of GeoPDF 4) Background in geography and GEOINT, and cataloging (MARC 21) 5) Your company's experience in the last three years in supporting a project of this magnitude 6) Your company's facility security clearance and availability of cleared personnel 7) Your company's experience in the past three years in providing on-site, performance based services in a self-directed work environment 8) Company name, Point of Contact, address, phone number, and email address Submit the above information via email to Christopher Matheny, Contract Specialist, at Christopher.M.Matheny@nga.mil . Telephone number is 314-676-0197. You may call to verify receipt of your capability statement.
