This opportunity calls for a multidisciplinary contractor or joint venture with deep expertise in federal maritime or energy infrastructure licensing and NEPA environmental oversight to provide comprehensive lifecycle program support to the Maritime Administration (MARAD), Office of Deepwater Ports. The selected contractor will support MARAD across three main operational phases—program administration setup, application review and environmental compliance, and post-licensing administration through decommissioning—covered via individual task orders.Work is divided into two primary service areas: direct program support and third-party contractor coordination. Under program support, the contractor provides direct technical, engineering, scientific, financial, regulatory, and executive decision-making support to MARAD’s personnel. Under third-party coordination, the contractor assists MARAD by evaluating, reviewing, and integrating applicant-submitted environmental documentation, such as Environmental Impact Statements, Biological Assessments, and Coastal Zone Management Act reviews.A critical operational constraint for prospective bidders is that the winning contractor cannot serve as or perform the duties of the applicant-funded third-party environmental consulting firm. MARAD retains exclusive authority over all inherently governmental functions, statutory findings, and final licensing decisions, meaning the contractor’s role is purely oversight, technical review, interagency coordination, administrative record management, and public involvement support. Prime contractors with extensive experience in federal regulatory compliance, interagency stakeholder management, and environmental decision support for large-scale federal projects are best suited for this work.
