The contractor shall provide comprehensive support for the acquisition and lifecycle management of commercial vessels to support the Maritime Administration's (MARAD) Ready Reserve Force (RRF) recapitalization program. Services include conducting global market surveys to identify suitable vessels, preparing Business Case Analyses (BCA) and Life Cycle Cost Estimates (LCCE), executing vessel acquisitions, managing vessel reflagging and reclassification, integrating National Defense Features and other required modifications, and providing operations, maintenance, and sustainment support to ensure vessels achieve and maintain mission readiness in support of U.S. strategic sealift requirements. The contractor will provide end-to-end acquisition and technical expertise to deliver mission-capable vessels that meet military operational requirements while optimizing cost, schedule, and lifecycle performance.
