The Naval Facilities Engineering Command Southeast plans to award a sole source Utility Energy Service Contract to Peoples Gas, the current utility provider, for the Marine Corps Support Facility at Blount Island in Jacksonville, Florida. This contract is authorized under federal law allowing the Department of Defense to implement Energy Conservation Measures intended to reduce energy consumption and improve efficiency. Proposed improvements include replacing electric space heaters with infrared gas heaters supported by natural gas piping, upgrading lighting systems to high efficiency induction lights, installing solar photovoltaic systems, and replacing transformers with more efficient dry type models. Additional cost-effective energy conservation measures may also be considered based on utility provider proposals and government approval. Although the contract will be awarded on a sole source basis, interested utility providers have the opportunity to express interest and demonstrate their capability to meet the project's requirements by submitting statements of corporate capabilities. The final decision on whether to compete this contract remains at the discretion of the Contracting Officer. This initiative supports the Department of Defense’s commitment to sustainable and energy-efficient operations at military installations, specifically targeting significant energy reductions at the Marine Corps Support Facility in Jacksonville.
