The U.S. Department of Commerce, through the National Oceanic and Atmospheric Administration and the National Marine Fisheries Service, intends to award a sole source contract to Wildlife Computers Inc. for the procurement of five SPLASH10-F-323A satellite tags designed for marine animals. This acquisition, identified by solicitation number NFFN7600-14-02437, is being conducted under FAR 13.106-1(b)(1) because the proprietary design of the tags makes Wildlife Computers Inc. the only viable supplier. A previous Sources Sought notice yielded no responses, further justifying the sole source approach to avoid the high costs associated with re-qualifying alternative parts. The procurement is categorized as a Total Small Business Set-Aside under NAICS code 334511. The tags are essential for conducting vital research during marine cruises, and failure to acquire them would negatively impact the agency's research capabilities. While the contracting office is located in Norfolk, Virginia, the place of performance for this project is designated as Miami, Florida.

Full Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Wildlife Computers Inc. for five (5) SPLASH10-F-323A satellite tags for marine animals for the National Marine Fisheries Service (NMFS). A Sources Sought notice was posted on the Federal Business Opportunities (FBO) website on June 20, 2014 and closed on June 27, 2014. No responses were received. Justification for Sole Source The purpose of this acquisition is to obtain satellite tags for the National Marine Fisheries Service (NMFS). The manufacturer Wildlife Computers Inc. is considered the only source of supply due to the proprietary nature of the design for the satellite tags. Any attempt to reproduce this item from a source other than Wildlife Computers Inc. would require that the Government re-qualify the part at considerable cost to the Government whose cost savings could not be recovered using open competition. If the NFMS cannot procure the needed satellite tags, it will have a negative impact on NFMS ability to conduct vital research during research cruises.
