This solicitation is for commercial services for which the Government intends to solicit and negotiate with only one source pursuant to the FAR 13.106-1(b)(1)(i) using procedures at FAR Parts 12 and 13.

Navy Maritime Operations Centers (MOCs) were developed as an Operational-level of War (OLW) Navy component commander (NCC) and numbered fleet commander (NFC) warfighting capability to be organized, trained, manned, and equipped to support commander’s decision-making and set conditions for operational command and control (C2) of naval, joint, and combined forced.
