The Army Corps of Engineers, St. Louis District intends to award a sole source, firm-fixed price contract to Atlantic-Meeco, Inc. for the repair of an approximately 800-foot floating breakwater system at Mark Twain Lake, Indian Creek. This special notice is issued under the authority allowing other than full and open competition, as Atlantic-Meeco is the original designer, fabricator, and installer of the breakwater, making them uniquely qualified to perform the repairs. The breakwater suffered significant damage during the previous winter due to extreme ice loading that caused partial submersion and freezing, resulting in the unit listing forward. The listing, combined with high winds, caused lake ice to shift and shear roughly half of the anchor cables, leading to structural failure and partial separation in the north section of the attenuator. This notice serves as an invitation for other capable companies to express interest by the specified deadline but is not a solicitation or commitment by the government. Interested parties must submit written responses to the specified Army Corps of Engineers office in St. Louis by September 17, 2007, at 2:00 PM CST. The notice is intended to comply with publicizing requirements of the Federal Acquisition Regulation and provides contact information for further communication. The contract falls under NAICS code 237990, relating to specialized construction services.

The Army Corps of Engineers, St. Louis District is considering awarding a sole source contract to Atlantic-Meeco, Inc. This is a Publicized Special Notice as required by Federal Acquisition Regulation (FAR) Part 5.201. The statutory authority permit ting other than full and open competition for this action is 10 U.S.C. 2304(c)(1). Reference FAR Subpart 6-302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements. This contract will be a Firm-Fixed Contract for the repair of a floating breakwater system (approximately 800 ft.). The wave attenuator was extensively damaged this past winter due to extreme ice loading and high winds. The ice loading caused the unit to partially submerge and freeze in place. Th e partial submerging, due to the ice loading, caused a frontward listing condition of the entire attenuator. Additionally, while in a listing position, high winds caused the lake ice mass to shift against the wave attenuator and sheared approximately one- half of the anchor cables that held the unit in place. The cables failed, the north section of the attenuator suffered failure of several structural members causing it to partially separate. Atlantic-Meeco was the designer, fabricator, and installer of t he floating breakwater system at the Mark Twain Lake Project, Indian Creek. If you feel your company has the capability to fill this requirement please notify this office by 17 September 2007, 2:00 PM., CST.
