LOCK AND DAM 25 NEW 1,200 FT LOCK NAVIGATION AND ECOSYSTEM SUSTAINABILITY PROGRAM (NESP)
Solicitation # W912P926RA004
The U.S. Army Corps of Engineers, St. Louis District, is soliciting proposals for the design, construction, and commissioning of a new 1,200-foot drilled-shaft founded lock chamber at Lock and Dam 25 in Winfield, Missouri, as part of the Navigation and Ecosystem Sustainability Program. The project scope includes the construction of the new lock chamber riverward of the existing 600-foot lock, an upstream ported guard wall, a downstream guard wall, and various site development features such as staging and disposal areas. Once operational, the existing 600-foot lock will serve as an auxiliary chamber for recreational traffic or emergency use. The contract requires the integration of specific brand-name Rockwell/Allen-Bradley PLC and SCADA components to ensure compatibility with existing control systems. This is a full and open competition for a firm-fixed-price contract with economic price adjustments based on PPI for commodities like steel and concrete. The award will be based on a best-value tradeoff, evaluating five factors: past performance, construction approach, river and intermediate wall means and methods, small business participation, and price. The project includes a base period with multiple one-year options and requires a project labor agreement, adherence to Buy American Act standards, and compliance with Davis-Bacon wage determinations for Illinois and Missouri. Proposals must be submitted electronically via the PIEE Solicitation module by November 16, 2026.
