AI Contract Overview

Hillsborough County plans to award a one-year noncompetitive contract valued at $13,903.75 to Markes International, Inc. for the maintenance and repair of a Photochemical Assessment Monitoring Station (PAMS) system used for monitoring volatile organic compounds in ambient air. The system is critical for compliance with the Environmental Protection Agency’s PAMS program, and the procurement is justified under the County’s policy because Markes is the original manufacturer and authorized service provider, possessing proprietary rights to the software, parts, and technical support necessary for the system’s operation and warranty maintenance. The County emphasizes that only Markes has the authorized resources and access to factory-recommended parts and updates, making this a sole-source procurement. The contract may be extended or adjusted based on evolving needs, with the possibility of increasing the award amount accordingly. Interested contractors who believe they can provide equivalent goods or services are invited to submit challenges supported by clear evidence by the specified response deadline of March 15, 2024. The County will review any challenges to determine if genuine competition exists before finalizing the award. For further information, contact Dawn Dimina via email.

Hillsborough County intends to recommend the award of a noncompetitive procurement to Markes International, Inc. (Markes) for a one (1) year period in the amount of $13,903.75 for the preventative maintenance and repair of a Photochemical Assessment Monitoring Station (PAMS) custom configuration UNITY‐CIA‐Kori‐xr system (system) for the Environmental Protection Commission (EPC). The existing system continuously collects and analyzes volatile organic compounds in ambient air, as required by a contract between the EPC and the Environmental Protection Agency under the PAMS program. This procurement is being made in accordance with Section 3-208(15) of the County’s Procurement Policy as Markes is the original manufacturer and authorized service provider for parts, training, field service support, and software of an existing and integrated piece of equipment which is only reasonably available through Markes. Markes has proprietary rights to the software used in this instrument, utilizes factory authorized professional engineers, and is the only company with access to factory recommended replacement parts, software updates, and engineering resources to repair, maintain, and calibrate the system to ensure the warranty and the terms of the contract remain valid. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quotation must submit clear and convincing information to support a challenge of the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. For more information, please call +1 (555) 000-0000.

Computer Assisted Mass Appraisal (CAMA) System
Solicitation # RFI-27-00004
The Hillsborough County Property Appraiser is conducting market research through Request for Information RFI-27-00004 to identify experienced vendors and Florida-compliant Computer Assisted Mass Appraisal (CAMA) platforms. The primary objective is to replace the agency's legacy CustomCAMA software with a modern system capable of supporting core appraisal business functions, including Income Approach valuation, Multiple Regression Analysis, and condominium management. This initiative is purely exploratory for informational and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. Key technical requirements include native integration with Esri ArcGIS software, support for Google Street View, Picometry, and Near Map, and the use of cloud hosting models. The system must strictly adhere to Florida Statutes, specifically regarding Save Our Homes caps and TRIM processing. Security is a critical priority, requiring all data and backup centers to be located within the continental United States, support for SAML 2.0 / Azure AD for Single Sign-On and Multi-Factor Authentication, and rigorous data privacy controls. These controls must include role-based access and automated redaction to comply with Florida Chapter 119 confidentiality and exemption rules. Responses are due by November 6, 2026.
