The Defense Logistics Agency-Aberdeen is conducting a market survey to identify qualified manufacturers and suppliers capable of producing Helmet Mount Assemblies for the AN/PVS-14 night vision device, specifically those compatible with the Advanced Combat Helmet (ACH) and Personnel Armor System for Ground Troops (PASGT). Suppliers must demonstrate the ability to produce physically and functionally equivalent components using the Government’s Technical Data Package (TDP), which is available under conditional release and governed by ITAR controls and DFARS 227.7103-7. Access to the TDP requires compliance with the Joint Certification Program, a signed Non-Disclosure Agreement, and verification of CAGE code through SAM. Responses must include company information, CAGE code, technical point of contact details, and supporting documentation such as test results, past purchase orders, or attestation from current or former suppliers. The survey is strictly for market research and acquisition planning purposes to assess industry capability, determine competitiveness, and evaluate potential small business set-asides. All submissions must be delivered via email to brandon.t.hepner.civ@army.mil by July 14, 2026, with no phone inquiries permitted. The Government retains full control over technical data, mandates strict confidentiality, and requires destruction of all restricted information within 30 days after June 28, 2027. No pricing, contract line items, delivery schedules, packaging specifications, or evaluation criteria are included, as this effort is purely informational and pre-acquisition.
