AI Contract Overview
The Defense Logistics Agency-Aberdeen, acting on behalf of the Army Integrated Logistics Supply Center’s Strategic Sourcing Directorate, is conducting a market survey to identify qualified suppliers capable of manufacturing or sourcing Helmet Mount Assemblies for the AN/PVS-14 Monocular Night Vision Device, specifically for use with the Advanced Combat Helmet (ACH) and Personnel Armor System for Ground Troops (PASGT) helmets. The Government estimates a total demand of 219,792 ACH mounts and 25,000 PASGT mounts over a five-year period, though this estimate is non-binding and serves solely for market research purposes to determine potential competition, small business participation, and acquisition strategy. This is not a solicitation, and no contract will result from the responses received. Suppliers must submit detailed documentation demonstrating their ability to produce or source physically and functionally equivalent assemblies, including evidence such as prior government or commercial purchase orders, test reports, or attestations from the original source. Responses must include the company name, CAGE code, and a technical point of contact with email and phone number. All submissions must be received by July 14, 2026, via email only, and must include a completed questionnaire along with signed Non-Disclosure Agreements, DD Form 2345 certification, and JCP verification. Access to the Technical Data Package (TDP), which contains conceptual information needed for compliance, is strictly controlled under ITAR and conditional upon successful completion of security and certification protocols. Data received will be used exclusively for planning purposes, and the Government will not reimburse any costs associated with responding. The place of performance is Aberdeen Proving Ground, Maryland, and any future award may be set aside for small businesses based on the findings of this survey.
