The Defense Logistics Agency-Aberdeen, on behalf of the Army Integrated Logistics Supply Center (ILSC) – Supply Chain Management Directorate (SCMD) – Strategic Sourcing Directorate (SSD), intends to acquire Parts to support the Electronic Shop Vans (ESVs).

Requirements Description:

This is a market survey to locate additional sources of supply for a COMMERCIAL 28VDC Power Supply for use in Electronic Maintenance Repair Vans, throughout the world. It converts the 60Hz, 120/208VAC, 3-phase input power to 28VDC electrical power, available to each of the workstations at the 28VDC electrical posts. PLEASE NOTE: This is NOT a market survey to locate additional sources of supply to design/develop a 28VDC Power Supply, again, it is for a commercially available 28VDC Power Supply.

Additional Sources of supply for a 28VDC PWR Supply must offer a commercially available 28VDC PWR Supply that is an equal substitute for form/fit/function. Interchangeability exist in electrical input/output interface cables, to allow easy plug-in with existing cables that are inside the ESVs. Interchangeability shall also exist in fit, so that the replacement 28VDC PWR Supply will fit exactly in the designated compartment of the electrical rack that is inside the ESVs.

Each offeror must provide all supporting equipment specifications data/documents for your proposed 28VDC Power Supply and provide any supporting technical documentation to verify/prove that your proposed commercial equipment is equal to P/Ns previously placed in the ESVs, as explained above. The burden of proof is on the offeror to prove that their commercial equipment satisfies the above form/fit/function requirement.

The bid sample electrical/mechanical inspections will be performed at Tobyhanna Army Depot during an “Industry Day” at a date to be determined/announced. The Government will extend an invitation to all respondents of this Market Survey. Each potential supplier will be asked to bring in their form/fit/function replacement to Tobyhanna to demonstrate that their commercial unit(s) are drop-in (plug & play) equivalents, and will fit in the electrical equipment rack, and also attach to the existing interface cables inside the van/shelter, just as was stated in the attached requirements. Tobyhanna will provide the shelters/vans and power, and experienced electricians to install all the commercial equipment inside the available ESVs.

The power supplies meet specific performance and interface requirements that are necessary to meet the operational requirements of the Transportable Electronic Maintenance Shops. The Transportable Electronic Maintenance Shops are used at Army Divisions or Battalion level as repair maintenance shops for performing required maintenance on electronic equipment and their components to support Combat Support Systems and Communications Systems (CSS&CS); and various Command, Control, Cyber, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C5ISR) systems.

The Government does not possess the technical data package (TDP) for the parts. The TDP is not available for release.

The 28VDC Power Supplies are commercial items that were designed and manufactured by AMETEK from its standard commercial product lines to meet requirements for the AN/ASM-146 & AN/ASM-189 Transportable Electronic Maintenance Shops.

Supply Planner has indicated requirements through FY31 for this Power Supply.

Market Survey for Procurement of NIIN 01-066-7587, FILL CABLE and NIIN 01-348-4675, DATA/FILL CABLE
Solicitation # DLA-Aberdeen-26-080
The Defense Logistics Agency-Aberdeen, acting for the Army Integrated Logistics Supply Center, is conducting market research via a sources sought announcement to identify manufacturers for Communications Security (COMSEC) fill and data cables. These components support the AN/PYQ-10 Simple Key Loader platform and include fill cables (NSN 5810-01-066-7587) and data/fill cables (NSN 5810-01-348-4675). The government intends to establish a five-year Long-Term Contract using an Indefinite Delivery, Indefinite Quantity (IDIQ) vehicle with a performance period spanning 2028 through 2032. A critical aspect of this acquisition is that the technical data package is proprietary to the Original Equipment Manufacturer, and the government does not possess it. Consequently, the agency is seeking sources capable of producing these items to exact military specifications without reliance on government-furnished technical data. Interested respondents must submit a technical capability questionnaire, past performance summaries regarding DoD COMSEC contracts, and quality assurance certifications such as ISO 9001 or AS9100 by October 12, 2026. The evaluation will focus on manufacturing facilities, engineering qualifications, and the ability to manage potential component obsolescence over the five-year contract lifecycle.

Light Interference Filter (LIF)-support the Enhanced Night Vision Goggles (ENVG PSQ-20B)
Solicitation # SPRBL1-26-R-A003
Solicitation SPRBL1-26-R-A003 is a request for a one-time Firm-Fixed Price definite quantity purchase order for 513 Infrared Light Interference Filters (NSN 5855-01-611-2113, Part Number OFM-2021-A1). These filters are critical components for the AN/PSQ-20B Enhanced Night Vision Goggles (ENVG) used by the U.S. Military. The contract is being issued by DLA Land at Aberdeen, with a desired delivery of 180 days after receipt of order to the DLA Distribution New Cumberland facility in Pennsylvania. Award will be based on the Lowest Price Technically Acceptable (LPTA) process, requiring offerors to be rated as acceptable in both technical terms and past performance. The procurement involves strict technical and security requirements, including compliance with MIL-PRF-49257 and ASQ/ANSI/ISO 9001:2015 quality standards. First Article Testing (FAT) is required unless waived by CECOM. Due to the sensitive nature of the technology, the technical data package is restricted under International Traffic in Arms Regulations (ITAR) and requires a Secret level facility security clearance and Joint Certification Program registration for access. Contractors must adhere to military packaging and marking standards MIL-STD-2073-1E and MIL-STD-129R, and utilize the Wide Area WorkFlow (WAWF) system for invoicing and payment.

Power Distribution System, Electric PDISE
Solicitation # PANAPG-26-P-034791
DLA Weapons Support at Aberdeen intends to issue a Request for Proposal for a five-year, firm-fixed price Indefinite Delivery/Indefinite Quantity contract to procure electrical distributing systems and cables supporting Power Distribution Systems, Electrical (PDISE). This procurement, conducted under FAR part 15 through full and open competition, has a ceiling of 27,000,000 dollars and a guaranteed minimum of 10,000 dollars. The government is seeking additional First Article Testing approved sources for several National Stock Numbers, including various electrical distributing systems, pigtail cables, and service feeders, with estimated annual quantities ranging from 5 to 300 units per item. Multiple awards may result from this solicitation, which is expected to be posted around October 2026. Deliveries are expected at New Cumberland, Pennsylvania, on an FOB Destination basis with inspection and acceptance at origin. Because the technical data is subject to International Traffic in Arms Regulations (ITAR), interested parties must have an active status in the Defense Logistics Agency Joint Certification Program and submit a signed Non-Disclosure Agreement and CAGE verification to receive the technical data package. The agreement mandates strict data protection measures, including the prohibition of commercial use for government purpose rights data and the requirement to destroy all copies of the data within 30 days of a specified date.

Solicitation # DLA-Aberdeen-26-081
The Defense Logistics Agency-Aberdeen, acting for the Army Integrated Logistics Supply Center, is conducting a market survey under solicitation DLA-Aberdeen-26-081 to identify capable sources for cables, conduits, and cable reels. These components support the EPP III, which serves as the primary electric power source for the PATRIOT Missile Defense System. This action is a sources sought announcement for planning and market research purposes and is not a request for quotes or proposals. Interested respondents must submit a completed contractor questionnaire by October 5, 2026, detailing their company core competencies, CAGE code, and engineering qualifications. The government is specifically interested in a contractor's experience with obsolescence management, their ability to identify alternatives for unavailable materials, and their preferences regarding contract types such as fixed quantity or IDIQ. The primary NAICS codes associated with this effort are 335311 and 335929.
