The Marketplace for the Acquisition of Professional Services (MAPS) is a Multiple Award Indefinite Delivery Indefinite Quantity (MA IDIQ) contract issued by the Army Contracting Command-Aberdeen Proving Ground. This vehicle consolidates the RS3 and ITES-3S contracts to streamline the procurement of uncommon knowledge-based professional IT services for Army and federal agencies worldwide, including hostile areas. The contract features a five-year base period with a five-year optional ordering period, totaling a maximum of 10 years. Technical support is divided into four primary domains: Engineering, Logistics and Operational Services; Management and Advisory Services; RDT&E Services; and Emerging IT Services. Task orders may be issued as fixed-price, time-and-materials, or cost-reimbursement, with maximum fee rates of 5% for non-research work and 7% for experimental, developmental, or research work. The government intends to select 70 awardees per domain, consisting of 30 large businesses (including 15 emerging large businesses), 25 small businesses, and 15 commercial-sector vendors. Awards are based on the highest verified scores, with a heavy emphasis on performance quality and recency of qualifying projects. To be eligible, offerors must meet strict security and certification requirements, including a Secret or Top Secret facility clearance, CMMC Level 2 or 3 certification, and ISO 9001 and ISO/IEC 27001 certifications. Proposals must be submitted via the Digital Market Portal and include a cover letter, a completed scorecard, and past performance documentation. Evaluation is conducted through a points-based system focusing on CPARS/PPQ ratings, with specific tie-breaker rules applied to commercial-sector vendors.
