ORIGINAL FINAL RFQ (Issued April 7, 2021) Introduction and Background The NASA Glenn Research Center's (GRC) Final Request for Quotations (RFQ) in support of the Mars Spring Tire (MST) Project is hereby issued for competition. The Mars Spring Tire Project at NASA Glenn Research Center is producing Shape Memory Alloy (SMA) Spring Tires for a potential Mars rover mission in 2026. The SMA Spring Tire consists of two subsystems: 1) the tire, which is made of several hundred nickel titanium coiled wires woven into a mesh, and 2) a wheel, which consists of multiple metal parts serving to set the orientation of the SMA mesh and couple the tire to the rover's drive system. As a result NASA GRC intends to award a Blanket Purchase Agreement (BPA) which is intended to cover procurement of the wheels for this project. This will serve as a single award BPA. Several BPA Calls are expected to be awarded for both prototyping and flight hardware applications. Though the wheel design is still evolving, it is expected that the fabrication and material needs will be fairly standard. NASA anticipates the need for approximately 40 wheels with orders starting in approximately June 2021 and continuing through late 2023. It is critical as NASA approaches the stage of building flight hardware that there is consistency between builds. Therefore, a single vendor is being sought that will be able to consistently produce multiple sets of wheels while minimizing cost, maximizing efficiency, and ensuring consistency and reliability between builds. This requirement has been set aside for small business under the NAICS Code 332710 - Machine Shops. RFQ Documents and Attachments The following Attachments are included as part of this solicitation: Attachment A - Statement of Work Attachment B - Contract Terms and Conditions Attachment C - Solicitation Provisions and Instructions to Offerors Attachment D - Sample BPA Call Submission Template Attachment E - Export Controlled Drawings* Attachment F - SOW Requirements Certification *Access to Attachment E - Export Controlled Drawings requires prospective Offerors to complete the - Export Control Request Form and submit this document to the following individual: Mr. Steven Fedor NASA Glenn Research Center (216) 433-2144 Steven.L.Fedor@nasa.gov Instructions for Response NASA encourages industry to respond to the Final RFQ. Intent to Sole Source - Lunar Exploration Ground Sites (LEGS) Public Private Partnership (PPP)
Solicitation # 80GRC027R0003
NASA Glenn Research Center intends to award a sole source contract to KSAT Inc. under FAR 6.103-1 and FAR Part 12 to establish the Lunar Exploration Ground Sites (LEGS) through a Public Private Partnership. This initiative aims to develop a global network of ground stations providing high-availability, direct-to-Earth communications and navigation for NASA's Artemis and Moonbase initiatives. The network will support spacecraft operating between 36,000 kilometers and 2 million kilometers from Earth using X-band and Ka-band frequencies. The project involves integrating two NASA-provided 20-meter antennas and establishing at least four additional sites to ensure full redundancy. The contract has a period of performance of five years from award, with a phased operational rollout requiring three operational sites by October 15, 2027, six antennas for full redundancy by October 15, 2028, and an enhanced configuration of nine antennas by October 2029. The contractor must adhere to strict technical standards, including SCaN-SRD Revision 7 and International Communication System Interoperability Standards, while maintaining an Integrated Master Schedule. Security requirements are rigorous, necessitating compliance with NIST SP 800-171 for Controlled Unclassified Information and obtaining an Authorization to Operate for systems within the NASA environment. Acceptance of deliverables is subject to NASA's written approval following Factory and Site Acceptance Testing.
