Aron Krischel Contracting Officer for National Institute of Technology 325 Broadway Boulder, CO 80305 REQUIREMENTS Maser Distribution Amplifier System Detailed Specifications The RF Technology Division requires a low phase noise electronic amplifier system to distribute the NIST maser reference signal to laboratory rooms in Building 1, Wing 6. The first component of the system is a frequency multiplier to take the legacy 5 MHz NIST maser signal and output 10 MHz. The second component of the system is a central distribution amplifier at 10 MHz with at least 10 outputs, one for each laboratory room. The third component is a 10 MHz distribution amplifier with at least 5 outputs, of which we require a quantity of 6 units. The units will be installed in 6 of the 10 laboratory rooms in Building 1, Wing 6. The distribution system will provide NIST-traceable frequency metrology to Division laboratories including those that provide measurement services. The two most critical specifications of the system are the phase noise performance and the ability to double the input frequency from 5 MHz to 10 MHz. The frequency doubling capability is somewhat specific to the legacy 5 MHz NIST maser system but necessary since our measurement equipment expects a 10 MHz signal. The amplifier phase noise performance is critical to our applications and measurement services which require frequency traceability. Therefore, it is important that we preserve the stability of the input maser signal as much as possible throughout distribution. Our specifications are based on legacy distribution systems built by NIST. The full specifications are as follows, Specifications for Frequency Multiplier: Required quantity: 1 Input: 5 MHz at + 13 dBm Output: 10 MHz at no less than 10 dBm Impedance: 50 Ohms Configuration: Rack mount, 110 AC power supply Specifications for Central Frequency Distribution Amplifier: Required quantity: 1 Input: 10 MHz at + 7 dBm or higher Output: 10 MHz with at least unity gain Impedance: 50 Ohms Channel Isolation: 140 dB (output to output) 140 dB (input to output) Phase noise: @ 1 Hz: -155 dBc/Hz @ 10 Hz: -165 dBc/Hz @ 1 kHz: - 170 dBc/Hz Configuration: Rack mount, 110 AC power supply Impedance: 50 Ohms Channel Isolation: 140 dB (output to output) 140 dB (input to output) Specifications for Central Frequency Distribution Amplifier: Required quantity: 6 Input: 10 MHz at + 7 dBm or higher Output: 10 MHz with at least unity gain Configuration: Rack mount, 110 AC power supply Delivery is requested no later than 12 weeks after receipt of order (ARO). Standard Manufacturer's Warranty is acceptable.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
