Notice of Intent: The 55th Contracting Squadron, Offutt AFB, NE, intends to extend the MASS II contract eighteen (18) months to 30 Sep 2020 and increase the total contract value by $4.9M, from $24,992,894.00 to $29,909,020.00. The main driver of the ceiling increase and additional technical scope is the ongoing development and enhancement activities. These activities have resulted in a need for expanded contract capacity to execute planned operations for FY16 - FY20 for the Dynamic Application and Rapid Targeting System (DARTS). The total requested ceiling increase will allow for continued maintenance and sustainment activities, ongoing development activities, increased on-site support requirements, and required future modifications to MASS II development and modified weapons. Failure to complete any of the MASS II modernization capabilities on time would result in unacceptable risk to our nation and cause detrimental impacts and delays to ISPANs other contracts, APS, GSPS, and NIDS. The ISPAN program is a highly complex system used only at USSTRATCOM and the MASS II program is unique to ISPAN.
