Spina Bifida Electronic Medical Record Patient Registry

The Center for Disease Control and Prevention (CDC)/ National Center on Birth Defects and Developmental Disabilities (NCBDDD)/ Division of Human Development and Disability (DHDD)/ Child Development and Disability Branch (CDDB)/ Rare Disorders and Health Outcomes Team (RDHO) intends to award a sole source contract to the Ground Zero Software, Inc., 288 S Lugo Road, Palm Springs, CA 92262-6335 for the purchase of information technology services to continue the enhancements and maintenance of the Spina Bifida (EMR), proprietary software designed by Ground Zero Software for use by spina bifida clinics and for the collection of spina bifida registry data. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The North American Industrial Classification Standards (NAICS) code for this procurement is 541511, Custom Computer Programming Services. The work shall be performed at the vendor's facility. The primary purpose of this requirement is to continue the enhancements and maintenance of the Spina Bifida (EMR), proprietary software designed by Ground Zero Software for use by spina bifida clinics and for the collection of spina bifida registry data. Ground Zero's software is the proprietary architecture and source code complete with custom built screens and special reports specifically customized for 14 Spina Bifida Clinics currently using the software to collect surveillance data that is managed at NCBDDD, DHDD,CDDB,RDHO and is embedded in this application. The Ground Zero Software, the developer of this proprietary software, is the only vendor uniquely qualified to provide the required enhancements, ongoing support, training and maintenance that will be needed during the total project period of performance. Therefore, Ground Zero Software is the only responsible source capable of meeting the Government's requirement. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Ground Zero Software. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer no later than 2:00 PM Eastern Standard Time, by May 2, 2017. The Contracting Officer will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.
