The procurement process emphasizes strict adherence to submission deadlines, with no acceptance of bids via telephone, fax, mail, or other means, and underscores the bidder's responsibility to ensure timely delivery. While specific brand names may be referenced to establish minimum standards, the County welcomes equivalent products, provided objections to specifications are raised at least 72 hours prior to bid closing with supporting literature. The bidding process is governed by comprehensive terms and conditions outlined in multiple documents, including standard County policies on warranties, bid evaluation criteria, insurance, bonds, and contractual obligations. Bidders must complete and submit necessary forms such as the IRS W-9 for tax purposes and disclose any immediate familial or employment relationships with Pulaski County personnel, as failure to do so constitutes a breach. The County also requires vendors to certify eligibility for local preference benefits if their principal place of business is within Pulaski County. Additional contractual guidelines specify restrictions on contract terms, including prohibitions on late payments, indemnification clauses, and outside litigation, ensuring compliance with Arkansas laws. The overall process aims to promote fair competition, transparency, and adherence to County policies, with detailed instructions provided for proposal submission, evaluation, and potential award, all managed by the County’s designated contact, Tashika Keown.
