Window Cleaning and Maintenance
Solicitation # 15F06727Q0000010
The Federal Bureau of Investigation (FBI) Criminal Justice Information Services (CJIS) Division is seeking quotations for a firm-fixed-price contract to provide commercial window maintenance and cleaning services at its campus in Clarksburg, West Virginia. This acquisition is a 100% Small Business Set-Aside under NAICS code 561720. The anticipated contract structure consists of a base year and four one-year option periods. The scope of work includes scheduled interior and exterior cleaning of various window systems, including curtain wall and bullet-resistant glass, annual inspections, specialized glazing maintenance, high dusting, and hanging-light cleaning. Specifically, the CJIS Main Building requires bi-annual cleaning, while several other campus buildings, such as the Biometrics Tech Center and Police Services Building, require annual cleaning. Additionally, the contractor must provide a 24-hour emergency response for broken windows. Award will be based on the Lowest Price Technically Acceptable (LPTA) methodology, evaluating the sum of recurring cleaning and inspection prices for the base and all four option years. Technical acceptability is based on the offeror's approach to cleaning and emergency response, adherence to OSHA/ANSI fall protection standards, and relevant experience. Key constraints include a nine-foot equipment width limit for perimeter walls and strict security screening for all personnel, including the submission of background forms and fingerprinting 60 days prior to starting work. Quotations are due by November 24, 2026, at 10:00 AM Eastern Time. Invoicing must be processed electronically through the Invoice Processing Platform (IPP).

All deliveries must meet strict security and handling standards appropriate for a federal facility, with protocols in place to maintain product integrity, temperature control, and chain-of-custody accountability throughout the supply chain. The vendor must operate with high reliability, consistency, and discretion given the sensitive nature of the location and the critical need to sustain daily operations without disruption. Performance is centralized at the FBI headquarters with a ZIP code of 20535, and the contract is managed under the Department of Justice through the FBI-JEH office.
