The U.S. Department of Health and Human Services awarded a sole source contract to Premier Healthcare Solutions, Inc. utilizing acquisition procedures under the authority of FAR Part 6.302-1, for the Office on Women's Health (OWH). The purpose of this contract is to obtain access to up to date (within 12 months of the current calendar year and on an ongoing basis) birth data, standardized inpatient data, and hospital discharge data from a database that is nationally representative and evaluate changes in inpatient severe maternal morbidity and maternal mortality over time with up to date data and gauge the impact of interventions, such as Perinatal Collaboratives and the Alliance for Innovation on Maternal Health, on maternal health outcomes. The period of performance for the contract shall be for one (1)-twelve (12) month base period with one (1)-twelve (12) month option period. See attached Justification for Other than Full and Open Competition (JOFOC). A notice of intent to sole source was issued in beta.sam.gov on April 27, 2020 and capability statements from any interested contractors was due on May 6, 2020.
