This solicitation requires the procurement of 600 innerspring dormitory mattresses and the removal and disposal of 500 existing mattresses from Bancroft Hall at the United States Naval Academy in Annapolis, Maryland. The mattresses must strictly comply with the 36" x 75" x 7" specifications detailed in the Statement of Work, and any failure to meet these requirements will result in an unacceptable technical rating and immediate disqualification. All mattresses must be uniquely identified in accordance with MIL-STD-130, with machine-readable labeling verified using automatic identification technology, and shipments must be marked per MIL-STD-129. The contract is a total small business set-aside under NAICS code 337910, and only vendors certified as small businesses may respond; however, the set-aside is specifically intended for Service-Disabled Veteran-Owned Small Businesses. Quotes must be submitted electronically via email to Ashley Steele by May 27, 2026, at 10:00 AM Eastern Time and must remain firm for 30 days after the deadline. Proposals must be divided into two distinct sections: a technical submission that excludes all pricing and demonstrates compliance with specifications, delivery timelines, and disposal capabilities, and a separate price submission containing a detailed line-item breakdown for both CLIN 0001 (mattresses) and CLIN 0002 (disposal services). Awards will be made based on best value, with price being the primary factor, though the government reserves the right to consider past performance if deemed necessary. Delivery of the new mattresses is required between July 16 and August 27, 2026, to the designated receiving point on the US Naval Academy campus, with FOB terms indicating contractor destination. Disposal of the 500 mattresses must be completed no later than August 27, 2026. Contractors must be registered in SAM, compliant with Buy American and Trafficking in Persons requirements, and free from any exclusion in the System for Award Management. Payment must be processed via WAWF using the designated DoDAAC N50082, and all documentation must adhere to the prescribed invoicing procedures. The contracting office is located in Norfolk, Virginia, and technical inquiries should be directed to Taylor Bruno at USNA.
