This contract, solicitation number FA330026R0003, pertains to airfield improvements at Maxwell Air Force Base (AFB) in Montgomery, Alabama. The procurement is a firm fixed price (FFP) sealed bid under the Total Small Business Set-Aside program, governed by NAICS code 237110 for heavy civil construction. The scope covers several specific construction activities, including pavement pressure washing, replacement of existing pavement markings with thermoplastic materials, sinkhole repairs at multiple locations, and Portland Cement Concrete (PCC) pavement panel repairs. Work must be performed in accordance with detailed contract specifications, drawings (notably PNQS 24-4829 series), and applicable technical standards, with a contract performance period extended to 120 calendar days following the Notice to Proceed. The solicitation underwent multiple amendments extending proposal due dates—ultimately to January 9, 2026—and revising site visit opportunities to December 3 and December 12, 2025, while maintaining strict base access controls requiring personnel clearance and reservation information. Bidders must adhere closely to base security and access requirements, including NAC checks and specific badge documentation. The contract incorporates a comprehensive set of FAR and DFARS clauses relevant to construction, wages, contract administration, cybersecurity, and procurement integrity. Davis-Bacon Act wage determinations apply, specifying prevailing wage rates and fringe benefits for construction labor classifications in the surrounding Alabama counties. Evaluation factors for award exist but are not disclosed, and bidders must submit offers in English, in sealed paper format via Standard Form 1442 by the specified deadline. Inspection and acceptance will be conducted onsite by the Air Force civil engineering personnel, ensuring compliance with contract requirements, industry standards, and quality control procedures. Payment will be processed electronically through the Wide Area WorkFlow (WAWF) system. Special contract requirements impose stringent security controls on contractor employees, including background investigations, and mandate notification to base security prior to contract commencement. The contract schedule organizes work into five line items reflecting distinct bid items—pavement pressure washing, markings replacement, thermoplastic markings replacement, sinkhole repairs at designated locations, and PCC pavement repair—each supported by related specifications and drawings. The solicitation package also provides a detailed cost estimate breakdown, a Q&A section clarifying technical and procedural points, and incorporates amendments to refine contractual timelines, clarify specifications, and establish procedures for controlled access to Maxwell AFB for site visits. The overall objective is to restore and maintain airfield pavement integrity and markings to meet operational readiness and safety standards at Maxwell AFB.
