TITLE: MCBCB Lease and Maintenance of Utility Task Vehicles (UTVs)


The purpose of this Sources Sought is for NAVSUP Site Marianas informational/market research purposes only. This is not a solicitation, request for proposal, quotation, or bid, nor a synopsis of a proposed action under FAR Subpart 5.2.


This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of industry so the government can make informed business decisions. We are seeking responses from industry to include: Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman-Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business (SDVOSB) and Veteran Owned Small Business (VOSB). All interested parties are highly encouraged to respond. 


Reponses to this Sources Sought announcement will be used by the Government to make business decisions and to inform potential future solicitations. 


1.  Sources Sought Objective


Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka (FLCY) Site Marianas is conducting market research to identify potential sources capable of providing the lease, delivery, and routine maintenance of Utility Task Vehicles (UTVs). 


2.  Background


Marine Corps Base Camp Blaz (MCBCB) requires UTVs to support daily operations for personnel transport, equipment movement, and off-road logistical support in various terrain and weather conditions.


3. Requirement


While the full Performance Work Statement (PWS) is still under development, the core requirements are anticipated to include:


  • Provide two (2) commercial-grade, multi-passenger UTVs for a base period of twelve (12) months, with two (2) subsequent one-year option periods.
  • Equipment Specifications: UTVs must meet or exceed the following minimum characteristics:
    • Engine: 900cc, 4-stroke, liquid-cooled, with switchable AWD/2WD.
    • Capacity: Minimum 4-person seating, 1,000 lb cargo box, and 2,000 lb towing capacity.
    • Safety: Roll Over Protection Structure (ROPS), seatbelts, headlights, and taillights.
    • Accessories: Hard roof, full-view polycarbonate windshield, front winch (min 4,500 lb), and heavy-duty all-terrain tires.
    • Condition: Current or previous model year with less than 500 miles/50 engine hours upon delivery.
  • Maintenance:
    • The contractor shall perform all scheduled and unscheduled maintenance on-site.
    • For corrective maintenance, issues must be diagnosed within 24 hours of notification.
    • Repairs must be completed within five (5) business days. If a UTV cannot be repaired within this timeframe, a comparable replacement must be provided
