The McLear Thinning Stewardship Project is a timber contract with embedded service work located in Allegany County, Virginia, approximately five miles west of Covington along Route 600. This project involves thinning about 61 acres of a 40-year-old stand, targeting approximately 670 CCF of non-sawtimber products for cutting. Additionally, the contract includes removal of an estimated 400 to 600 tons of traditionally non-merchantable woody biomass at a fixed rate. The stewardship project integrates five service work items, mandatory and optional, designed to enhance habitat and forest health. Mandatory tasks include disking, liming, fertilization, seeding, and mulching of roughly five acres to create wildlife openings or linear strips, as well as the removal of woody material between 2 and 4 inches in diameter from merchantable trees slated for cutting. Optional services involve cutting understory and midstory stems, planting 20 mast species stems within wildlife openings, and constructing an earthen berm to block vehicular access. Proposals for this project will be evaluated on a best value basis, requiring offerors to submit a technical proposal detailing their approach to harvesting and completing service work, along with a total timber value and per-unit pricing for each service item. The solicitation was expected to be issued by mid-July 2008. Interested parties seeking further information or a copy of the solicitation package can contact Gene McGregor or Russ MacFarlane at the George Washington and Jefferson National Forest office in Roanoke, Virginia. The project falls under NAICS code 115310 and represents a coordinated effort to combine timber harvest with forest stewardship to promote sustainable forest management.
