On January 3, 2024, the Governor of Maryland, Wes Moore, signed Executive Order 01.01.2024.01 establishing the Longevity Ready Maryland Initiative, which directed the Maryland Department of Aging (the Department) to prioritize the well-being of older people, people living with disabilities, and caregivers across all of State government and to proactively address the needs arising from a growing older adult population.  The Department is issuing this solicitation to provide professional consulting services under a small procurement contract to assist the Department in carrying out its mandate under the Governor’s Executive Order to conduct studies of the older adult population, provide advisement and support to the Department’s Longevity Ready Maryland Initiative, and general advice on Longevity Governance, which is defined as a framework of policies, regulations, and strategies implemented by governments to address the challenges and opportunities arising from population aging and increased longevity. This initiative encompasses a wide range of measures to promote older adults' well-being, social inclusion, and economic and financial security while ensuring the sustainability of social systems and public services. The Department seeks advisement and support services related to the impact of the changing demographics (more older adults and fewer children) on Maryland’s economic competitiveness. Such services include a review of Maryland State research and population data, trends, and disparities on the longevity journey of Marylanders in relation to their place of residence. In addition, the Department seeks proposed strategies and solutions to prepare the State to service seven generations of Marylanders living and thriving together. Positioning Maryland as a leader and partner in longevity, leaving no one behind, requires identifying what is missing or not adequately planned for and recommending strategies for State government and local jurisdictions to be best positioned to lead a Longevity First State.
