The National Cancer Institute's Division of Cancer Epidemiology and Genetics intends to award a firm fixed price contract to the University of Southern California for the measurement of immunoreactive inhibin B levels in serum. Using enzyme-linked immunosorbent assay (ELISA) assays, the contractor will analyze 1,520 male samples and 40 quality control samples from the National Health and Nutrition Examination Survey to evaluate correlations between endocrine disrupting chemicals and reproductive health. This sole source procurement is justified by the university's unique ability to process small serum volumes and the necessity of maintaining consistency with prior investigations. The period of performance for this project is twelve months from the date of award. The acquisition falls under NAICS code 541380 with a business size standard of 14 million dollars and will be processed using simplified acquisition procedures. While the government intends to proceed with a sole source award, interested parties were given until September 12, 2013, to submit detailed proposals for consideration. All eligible contractors must maintain valid registration in the Central Contractor Registration and the Online Representations and Certifications Applications.

National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Hormonal and Reproductive Epidemiology Branch (HREB). plans to procure on a sole source basis services to measure immunoreactive inhibin B levels in serum using enzyme-linked immunosorbent assay (ELISA) assays from the University of Southern California Division of Reproductive Endocrinology, Department of Obstetrics and Gynecology, Krek School of Medicine, 1240 N. Mission Road, Los Angeles, CA 90033. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 541380 and the business size standard is $14.0 Millions. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. NCI/DCEG/HREB, is conducting an analysis to evaluate correlations between previously measured endocrine disrupting chemicals and serum- anti- M'llerian hormone (AMH) and inhibin B levels in the National Health and Nutrition Examination Survey (NHANES) 1999-2000, 2001-2002 and 2003-2204 including 1520 samples from men and 40 quality control samples. The etiology of Testicular Dysgenesis Syndrome (TDS), a collection of male reproductive disorders, is not known although a major hypothesis suggests this syndrome is related to proliferation of endocrine disruption chemicals (EDC) in the environment and their interaction with steroid hormones. HREB will examine the relationship of EDC and steroid hormones in the NHANES cohort. The USC laboratory is the only known source able to conduct the analysis using 50 uL amount of serum and previously examined inhibin B levels in males in a range of other studies. USC's expertise in this regard will enable the current study to compare the levels with levels determined by the lab in prior USC investigations, which will add significant value to the study. In addition, in order to maintain standards and compare levels it is necessary that the services be provided by the same contractor This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote, which will be considered by the Government. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
