Ottawa Community Housing (OCH) offers approximately 15,500 homes to about 33,000 tenants, including seniors, families, individuals, and people with disabilities. These homes are located in various communities throughout Ottawa and house a diverse population with different languages, cultures, and ethnicities. OCH is Ottawa’s primary community housing provider, managing two-thirds of the city’s housing portfolio and ranking as the second largest in Ontario. In 2025, OCH earned recognition for the eighth consecutive year as one of the National Capital Region’s Top Employers. For more information: www.och-lco.ca OCH’s build and preserve strategic priority includes the delivery up to 500 residential units per year. To support this, OCH requires the services of external consultants and contractors within the architecture, engineering and construction fields. This Request for Proposal (RFP) is issued with the objective to select and retain a qualified Mechanical and Electrical Engineering consulting firm (the “M&E Engineer”) to support multiple new development projects of complex multi-residential affordable supportive housing developments, typically consisting of six (6) or more storeys and one hundred (100) or more dwelling units per site. The selected M&E Engineer will be responsible for the planning, design, and implementation of standardized mechanical and electrical system strategies intended to promote consistency across projects and to reduce overall consulting, construction, lifecycle, and property management costs, while maintaining compliance with all applicable codes, standards, and performance requirements. The M&E Engineer will support the Architect/Prime Consultant for projects as they progress within our development pipeline thus ensuring mechanical and electrical standardization across the OCH portfolio while still ensuring the design produced is fully integrated, coordinated, and consistent with the Architectural design intent for each individual project.
