AI Contract Overview
The CDC’s Office of Acquisition Services, in coordination with NIOSH, intends to award a Firm Fixed Price commercial contract exclusively to MechDyne Corporation for the upgrade of its virtual reality laboratory system, leveraging an other-than-full-and-open-competition authority under FAR 6.103-1. The scope includes delivery and integration of a new rendering PC, a Streamdeck Controller, and a comprehensive cabling and consumables lot, along with full design and integration services encompassing AV and mechanical design, applications engineering, project management, and installation. The upgrade is critical to maintaining the laboratory’s ability to conduct high-fidelity safety research, particularly in hazardous environments such as close-proximity demolition robot operations, by enhancing frame rates and system functionality without compromising real-time interaction. MechDyne is uniquely positioned as the sole provider due to proprietary engineering, custom configuration, and integrated system design that cannot be replicated or supported by any other vendor. This procurement is tied exclusively to the existing Surround Screen VR system originally developed and installed by MechDyne within NIOSH’s Protective Technology Branch, which has been instrumental in occupational safety research for over two decades. While the notice invites other firms to submit capability statements by August 10, 2026, referencing solicitation number 75D30126Q79054, the government explicitly states that only MechDyne can maintain, update, or support the current system due to its proprietary nature. All submissions must be sent via email to the designated Contract Specialist, be made by firms registered in SAM.gov, and include detailed evidence of experience and capability without implying guaranteed competition. The government retains full discretion to proceed without competition based on received responses and will not compensate respondents for their submissions. No telephone inquiries will be accepted, and performance will occur in Atlanta, Georgia.

This procurement supports safety research in the virtual reality laboratory by upgrading existing hardware to improve performance and enhance subject immersion in virtual work environments. The virtual reality laboratory in NIOSH/DSR has been a valuable tool for over twenty years to immerse workers in environments that would be too dangerous to study in the field. The laboratory has produced many publications and recommendations over the years from work at height to working with collaborative robots. The laboratory is actively studying working in close proximity to demolition robots. Upgrading the graphics generator will improve frame rates and the ability to add more functionality to environments with no degradation to real time interaction.
The maintenance and upgrades to the custom virtual reality system designed andinstalled by Mechdyne can only be performed by Mechdyne. Mechdyne is the only vendor, manufacturer, and developer of the Surround Screen virtual reality system installed in the research labs in the Protective Technology Branch therefore they are the only ones that can provide updates and support as software/hardware maintenance as a product to this specific set of system. These items are proprietary to Mechdyne Corporation, as they are specifically engineered, configured, and integrated to function as a complete and validated VR system.
