The Ohio Department of Developmental Disabilities (DODD) seeks a qualified contractor to provide expert Medicaid cost reporting consulting services. The contractor will review current cost reporting methodologies used for Developmental Centers and county board TCM/MAC/waiver programs, advise on strategy, compliance risks, and potential improvements to enhance accuracy and maximize allowable reimbursement, and deliver training to division staff on Medicaid cost reporting fundamentals.
Entities considering submitting a proposal should first review the minimum qualifications listed in Part 2: Section IV of the Medicaid Cost Reporting Consulting Services RFP. All proposals and required attachments must be submitted through OhioBuys by the specified deadline, and the item grid must be completed.Part Three: General Instructions of the RFP outlines the detailed requirements for both the technical and cost proposals. The evaluation process, described in Part Four: Evaluation of Proposals of the RFP, will result in one contract awarded to the highest-scoring proposal. After initial scoring, preferences will be applied according to Ohio Administrative Code 123:5-1-06, but only when at least one offeror does not qualify for that particular preference. Offerors must complete and submit the Certification Statement Form for each preference they seek; otherwise, they will not qualify for that preference.Part One: Structure of the RFP describes all required and optional attachments that must be included in the proposal.
