AMC/A6 Information Technology Needs Commercial Solutions Opening (CSO) - Amendment 04
Solicitation # FA445226SC001
The Air Mobility Command (AMC) A6 Information Technology Needs Commercial Solutions Opening (CSO), solicitation FA445226SC001, is a competitive solicitation managed by the 763rd Enterprise Sourcing Squadron to obtain innovative IT solutions for secure and scalable infrastructure transformation. While the overall CSO is unrestricted and open until February 26, 2031, specific Areas of Interest (AOIs) carry their own requirements. Area of Interest 1, focused on Base IT Modernization, is specifically set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs). This effort aims to replace outdated legacy systems with a modern architecture integrating core, cloud, and edge environments to improve operational efficiency, data sharing, and warfighter effectiveness across up to 15 installations. The procurement utilizes a two-step selection process beginning with a white paper submission, which must include company information, a technical solution, and a total project price. Selected offerors will then be invited to submit a detailed approach. Evaluation is based on technical merit and importance to the agency, with the government seeking the most innovative and affordable solutions. Resulting awards are anticipated to be Firm-Fixed Price contracts or Other Transactions for Prototype Projects. Technical requirements for the modernization effort include a comprehensive end-to-end solution encompassing site surveys, design, installation, and system acceptance testing. Contractors must ensure all personnel possess a minimum of a Tier 3 Security Investigation with Secret eligibility and maintain a Secret facility clearance. Additionally, the contractor is responsible for providing documentation to support the Assessment and Authorization process to achieve an Interim Authority to Test and must ensure full traceability of hardware and software components in compliance with the Trade Agreements Act.

The first Area of Interest (AOI) focuses on a dual-use propulsion system engine with 35,000 to 50,000 lbs of thrust, intended for the C-17 Globemaster and Blended Wing Body (BWB) platforms. Key requirements include compliance with current and future emissions standards, entry into service by 2030, and a scalable production plan capable of delivering up to 80 engines per month by 2037. The government strongly encourages cost-share arrangements or unconventional project financing to mitigate development risks.
