Medium Range (MR) Tanker Time Charter - Option Exercise Sources Sought

The Military Sealift Command Norfolk Strategic Sealift Program Support Office has issued Sources Sought Notice SS-26-166 to assess vessel availability and pricing for a Medium Range (MR) Tanker Time Charter. This request for information is specifically intended for an option evaluation to determine whether to exercise an option on an existing charter contract. The required vessel must be a U.S. flagged double hull MR tanker with segregated ballast tanks, aged 20 years or less, with a maximum length overall of 190 meters and a maximum deadweight tonnage of 50,000 metric tons. Technical requirements include a minimum sustained operating speed of 13 knots while laden, a minimum 10-ton boom lift capacity at the manifold, and the ability to carry at least 310 BBLs of JP8, JP5, JA1, or F76 fuel. The vessel must be capable of serving as an afloat storage tanker for extended periods and conducting simultaneous consol operations at two stations underway. The performance area is the Pacific Ocean, with delivery and redelivery ports intended for Onsan, Korea, or other locations in the Western Pacific and Sea of Japan. The proposed period of performance includes a base period from October 6, 2026, to October 5, 2027, and an option period extending from October 6, 2027, to September 5, 2028. Eligible contractors must possess a Secret facilities clearance and fall under NAICS code 483111. Interested parties, including small and large businesses, are requested to provide company identification, vessel descriptions, daily fuel consumption rates, and daily charter rates to the primary points of contact, Brittany Miller and F.
