Solicitation Number: M-5-M0-24-72-C24-000 Notice Type: Pre-Solicitation Synopsis: The IRS, Office of Information Technology Acquisition, Tier 2/3 Support Branch, intends to negotiate a Sole Source Firm-Fixed Price Purchase Order for the furnishing of the renewal of Mergent Global Online license for 6 concurrent users, including CD-ROM manuals, updated 4x per year, and Domestic and International Excel spreadsheets for the IRS, Statistics of Income Division at 77 K Street, Washington, DC 20002 to Mergent Online, 580 Kingsley Park, Fort Mill, SC 29708 Market research conducted by acquisition personnel has determined that Mergent Online software is proprietary and therefore any necessary software license renewals are required to be obtained directly from Mergent. This fact was confirmed, in writing, by representatives from Mergent, Inc. The license is necessary to support Department of the Treasury clients with consistent, detailed data only available through Mergent Online. Therefore, it has been determined there is only one responsible source eligible to meet the needs per FAR 6.302-1(a) (2). (CLIN) 0001 - Annual subscription to Mergent Online Global Database Enterprise License for US and International Company Data for 6 Concurrent Users, Manuals of CD-ROM (4x per year updates) and Domestic and International Excel Spreadsheets (4x per year) with a 12-month Base Year and 4 One Year Option years as follows: Base Year: April 1, 2015- March 31, 2016 Option Year 1: April 1, 2016 - March 31, 2017 Option Year 2: April 1, 2017 - March 31, 2018 Option Year 3: April 1, 2018 - March 31, 2019 Option Year 4: April 1, 2019 - March 31, 2020 The NAICS code is 511210 and the size standard is $35.5M.
