***THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION’S (NOAA) ACQUISITION & GRANTS OFFICE, EASTERN ACQUISITION DIVISION-NORFOLK, INTENDS TO NEGOTIATE AND AWARD A PURCHASE ORDER, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF RFO FAR 6.103-1, WITH JOHNSON CONTROLS FOR AN UPGRADE AND REPLACEMENT OF ITS METASYS COMMERCIAL HVAC BUILDING AUTOMATION SYSTEM (BAS). TO BE DELIVERED/PERFORMED AT 31-35 EAST QUAY RD, KEY WEST, FL 33040. NO SET ASIDE IS TO BE USED FOR THIS SOLE SOURCE REQUIREMENT. THE ASSOCIATED NAICS CODE IS 334512.

NOAA OPERATES AN ENTERPRISE BAS THAT SUPPORTS THE JOHNSON CONTROLS (METASYS) MANUFACTURED SYSTEM. THE SYSTEM REQUIRES METASYS BRAND NAME COMPONENT PARTS TO CONNECT TO AND BE MANAGED BY THE CENTRAL JOHNSON CONTROLS METASYS ADMINISTRATION SOFTWARE. METASYS BRAND COMPONENTS ARE ESSENTIAL TO THE GOVERNMENT’S REQUIREMENT AND THE ABILITY TO CONTINUE TO EXPAND AND OPERATE ITS ENTERPRISE BAS SYSTEM IN ACCORDANCE WITH FICAM. A “BRAND NAME OR EQUAL” DESCRIPTION CANNOT BE USED BECAUSE INTEGRATION OF OR INCLUSION OF NON-METASYS COMPONENTS IS NOT POSSIBLE; ANY NON-METASYS COMPONENTS ARE NOT COMPATIBLE. OTHER COMPANIES’ SIMILAR PRODUCT(S) DO NOT MEET, AND CANNOT BE MODIFIED TO MEET THE AGENCY’S NEEDS. NOAA WILL NOT BE ABLE TO MANAGE, MAINTAIN, MONITOR, AND CONTROL ACCESS TO ITS FEDERALLY OWNED AND LEASED SPACES WITHOUT CONTINUING TO EXPAND USING THE JOHNSON CONTROLS AND METASYS PARTS AND RELATED COMPONENTS.
JOHNSON CONTROLS IS THE SOLE PROVIDER OF THIS REQUIRED SYSTEM IN THE FLORIDA KEYS AREA.
