The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price order under Basic Ordering Agreement (BOA) N00019-08-G-0010 on a sole-source basis with Sikorsky Aircraft Corporation (SAC). This effort will incorporate non-hexavalent chromate protective coatings to the magnesium housings in the various Navy H-60 components. The tasks include all Non-Recurring Engineering (NRE) to support the development of an Engineering Change Proposal (ECP) for all Navy H-60 configurations , as well as the creation and updates to applicable drawings, and all Integrated Logistics Support (ILS) elements and publication updates specific to the US Navy Seahawk H-60 Fleet (SH-60B/F, HH-60H, MH-60R/S). This action is being awarded on a sole source basis to SAC in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" because they are the designer, developer, and manufacturer of the H-60 helicopter with the detailed knowledge to allow them to perform these changes in a timely and cost effective manner. This notice of intent is not a request for competitive proposals, however, responsible sources may submit a capability statement not later than 9 July 2012, which will be considered by NAVAIR, if timely received.
