This solicitation, numbered 70Z03826QB0000132, seeks quotations for four MH-65 Towing Kits, identified by National Stock Number 1620-14-397-0839 and part number 18855-000-01, under a combined synopsis/solicitation formatted per FAR subpart 12.6 as modified by the Revolutionary FAR Overhaul. The requirement is restricted, with a small business size standard of 1,250 employees, and is NAICS-coded 336413. All items must be new, manufactured commercial parts sourced exclusively from the Original Equipment Manufacturer, Safran Landing Systems EX Messier Dowty (CAGE Code F0189), with full traceability demonstrating an unbroken chain of custody from OEM to delivery. If the offeror is not the OEM, certification under the FAA AC 00-56 program is mandatory, and a Certificate of Conformance per FAR 52.246-15 must accompany each part, signed by an authorized official and including the part number, nomenclature, and date of manufacture. Production Approval Holders must also submit valid FAA PMA documentation. A Certificate of Airworthiness per FAA Form 8130-3/8130-4 or EASA 1 Form is required, and the contractor must be registered in SAM.gov with a valid CAGE code and UEI. The award will follow a Lowest Price Technically Acceptable process on a brand name basis, where only the lowest-priced technically acceptable offer will be evaluated. Technical acceptability is a pass/fail gate requiring strict compliance with OEM sourcing and exact part number specifications; failure to meet these criteria results in an unacceptable rating regardless of price. The solicitation anticipates a firm-fixed price purchase order with F.O.B. Destination delivery terms, and all items must be individually packed in approved containers, free from prohibited materials, with internal and external labeling per detailed specifications including NSN, part number, serial number, quantity, and delivery order data. Preservation must protect against corrosion and deterioration for one year in storage. Full traceability documentation must accompany each shipment, or delivery will be refused and invoicing disallowed. Invoices must be submitted electronically after shipment but prior to receipt, according to FAR 52.212-4 and FAR 52.232-3
