The Naval Information Warfare Center Atlantic plans to award a sole-source contract to Leidos Innovations Corporation for continued support of the Micro-processor En-route Automated Radar Tracking System (MEARTS), a Federal Aviation Administration certified air traffic control radar data processing and display system. This acquisition will include hardware, software, logistics, and on-call help desk support. Leidos, as the original equipment manufacturer following its merger with Lockheed Martin, is uniquely positioned to fulfill this requirement. The contract will be a firm-fixed-price, indefinite-delivery, indefinite-quantity agreement with a 60-month ordering period and a 24-month option, justified under the authority allowing sole-source procurement when only one responsible source exists. This contract is a follow-on to a previous sole-source contract awarded to Leidos and is justified under specific federal acquisition regulations to avoid full and open competition. Although the Government intends to continue without competition, this notice invites other potential sources to provide written capability statements within ten days, which may influence the decision to compete. The procurement falls under NAICS code 334511, with a size standard of 1,250 employees. Interested parties are instructed to submit expressions of interest only in writing to the designated contract specialist, Terrie Johnson, at the Navy's Naval Information Warfare Center Atlantic office located in North Charleston, SC.
