Microsoft 365 Education License - Renewal

The Marine Corps University is soliciting a renewal of Microsoft 365 Education licensing to support faculty and students with a comprehensive suite of productivity and security tools, including Microsoft 365 A5, Planner and Project Plan 3, Visio Plan 2, Defender for Business, Power Automate Premium, and Power Apps Premium. The contract covers 1,250 faculty licenses and 50,000 student licenses for Microsoft 365 A5, along with additional specialized licenses for planning, diagramming, automation, and app development, all structured under a firm-fixed-price arrangement. The period of performance runs from July 1, 2026, to June 30, 2027, with delivery required to the Distribution Management Office at Marine Corps University in Quantico, Virginia, under F.O.B. destination terms. All software licenses must be delivered in compliance with federal acquisition regulations, and the contractor must be an authorized Microsoft reseller with proven technical capability and capacity to meet the delivery timeline. This solicitation is set aside entirely for small businesses under the Small Business Administration program, with specific clauses requiring adherence to small business subcontracting plans, affirmative action for veterans and individuals with disabilities, and compliance with cybersecurity standards including safeguarding covered defense information and prohibiting the use of certain telecommunications equipment from designated foreign entities. The contractor is obligated to mark all deliverables with unique item identifiers using Data Matrix symbology in accordance with MIL-STD-130 and ship them with proper labeling per MIL-STD-129.
