Solicitation # 24-560
The Data Science Corps (DSC) program, solicitation number 24-560, is a federal initiative by the National Science Foundation designed to strengthen the national data science infrastructure and workforce. The program aims to bridge the data-to-knowledge gap by engaging students in real-world implementation projects that address specific needs within government, industry, academia, and both rural and urban communities. By partnering data scientists with these organizations, the program seeks to create a workforce-ready cohort of technologists experienced in applying data science to practical settings, with a particular focus on knowledge representation and the use of knowledge graphs. This opportunity is open to a broad range of participants, including undergraduates from community colleges, Minority Serving Institutions, emerging research institutions, and EPSCoR jurisdictions, as well as grade 6-12 teachers and students. The program emphasizes broadening participation in STEM and STEM education. While proposals are submitted through the Directorate for STEM Education, Division of Research on Learning in Formal and Informal Settings, they are managed by a cross-disciplinary team of NSF Program Directors. This initiative evolved from the Harnessing the Data Revolution activity to support the integration of data-intensive research and workforce development.

WSSC Water has issued a solicitation for Microsoft Software Training services to support its longstanding initiative in workforce digital upskilling and operational efficiency. The training program primarily focuses on Microsoft Office Suite applications and related collaboration tools, delivered through instructor-led sessions both in-person and virtually. The vendor is expected to provide approximately 40 classes annually, accommodating typical class sizes of 16 participants and up to 100 for town hall-style sessions lasting 90 minutes. Multiple session lengths are offered, including half-day, full-day, and short-format sessions, with training materials available in print and digital forms. The scope includes all necessary labor, materials, equipment, and transportation to deliver comprehensive training aligned with WSSC’s evolving technology needs. The contract term is three years with an option for a two-year extension, and all work will be performed primarily within Maryland at the Commission’s facilities or via virtual delivery. The evaluation of proposals will be based on a best-value trade-off methodology weighing technical approach (40%), firm’s experience (35%), and price (25%). Technical criteria emphasize delivery flexibility, learner engagement, curriculum customization, and post-training support, while experience factors prioritize proven expertise in Microsoft technologies and public sector training. The solicitation requires proposers to be Microsoft Learning Partners with a minimum Silver status and to demonstrate at least five years of relevant training experience. Compliance with Maryland state law, WSSC procurement regulations, and specific contract clauses governing material quality, ethics, indemnification, and data protection apply. Contractors must undergo security background checks and adhere to identification requirements on-site. Payment follows invoice submission to WSSC’s Finance Group, with acceptance contingent upon delivery inspection at designated locations. Proposals must be submitted electronically via the Commission’s procurement portal, with a clear, structured technical volume and a separate price volume. The contract does not specify packaging, bar-coding, or federal FAR clauses but incorporates internal provisions covering insurance, termination, and assignments, reflecting WSSC’s procurement governance rather than federal acquisition standards.
