The U.S. Fish and Wildlife Service Southeast Regional Office intends to negotiate a sole source procurement for a high-capacity long-reach excavator, specifically a Caterpillar 340 Hydraulic Excavator, to support critical repairs to the failing seawall on Midway Island Atoll National Wildlife Refuge. Due to the remote location and unique operational needs of Midway Island Atoll, the Service requires this specialized equipment to safely and effectively place seawall rock. Existing contracts cover only smaller excavator models that are deemed unsafe by the National Heavy Equipment Coordinator for this project. The sole source procurement will be conducted in accordance with federal acquisition regulations and statutes, targeting Caterpillar Inc. as the single source vendor, given the familiarity of island mechanics with Caterpillar equipment and the limited transportation options to this isolated site. This notice formalizes the intent to procure this specialized excavator to ensure continued support of equipment and transportation needs at the Midway Island Atoll and Papahānaumokuākea Marine National Monument. It is not a solicitation for bids or proposals but serves to inform interested parties and invite written inquiries to be submitted by the specified deadline. The procurement falls under NAICS code 333120 with a size standard of 1,250 employees. All communications regarding this notice are to be directed to the designated point of contact at the Atlanta office by the stated submission date and time.
