1. REQUIREMENT SUMMARY
Norfolk Naval Shipyard (NNSY) is issuing a Request for Quote (RFQ) for the commercial procurement of military-specification HY-80 Alloy Steel Plate.


This is a solicitation for commercial products prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a SF1449 is attached. This is a 100% Small Business Set Aside.


2. ITEM DESCRIPTION & SPECIFICATIONS
Vendors shall provide pricing and delivery for the following exact requirement (or equal):

3. MANDATORY TECHNICAL & QUALITY REQUIREMENTS
To be considered for award, the quoting vendor must comply with the following:


  • Traceability & Mill Test Reports (MTRs): Full material traceability is strictly required. The successful vendor must provide complete physical and chemical Mill Test Reports (MTRs) and Certifications demonstrating compliance with MIL-S-16216 upon delivery.
  • Specialty Metals Restriction: This procurement is subject to DFARS 252.225-7009 (Restriction on Acquisition of Certain Articles Containing Specialty Metals). The steel must be melted or produced in the United States or a qualifying country.
  • DPAS Rating: This is a DX-A1 rated order for National Defense use. The contractor shall follow all the requirements of the Defense Priorities and Allocations System regulation (15 CFR 700).

5. INSTRUCTIONS TO OFFERORS
All responsible sources may submit a quote which shall be considered by the agency. Quotes must include:
