This is a SOURCES SOUGHT SYNOPSIS. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. The Tennessee Army National Guard, Joint Forces Headquarters, Nashville, TN has been tasked to solicit for and award a project to include but not limited to constructing a sewer system to transition from service provided by the Milan Army Ammunition Plant (MAAP) to public service provided by Milan Public Utilities. It will construct a sewer system of approximately 35,000 LF servicing two areas: 1.) Cantonment and Barracks area; and 2.) Milan Readiness Center. The project includes but is not limited to work in these two areas: Area 1: Will be serviced by a large capacity septic tank and force mains with lift stations that provide utility line to carry sanitary or domestic wastes and normal laundry wastes in support of TNARNG requirements. Gray water will flow into a pump station and be pumped approximately 5.73 miles to an existing manhole located at the intersection of Hwy 45 and State Rt. 187. Proposed route of sanitary line will potentially require boring and emplacement of casing below railroad and highway crossings. Area 2: Will be connected to the proposed system servicing area 1, and will require a lift station and approximately 1 mile of force main. Civil and Environmental disciplines required. This project will have three constraints that include a restricted work period and a requirement use vertical drilling in some areas. First, wooded areas along the proposed corridor may not be disturbed or cut from April 1 to October 31. Second, approximately six miles across four different locations will require directional boring to avoid environmental impacts. Third, contractor must not deviate from the proposed route to avoid historically sensitive areas. Contractor will provide consideration for Power and Data requirements along with requirements for Security and Anti-Terrorism protection. In accordance with the Federal Acquisition Regulation (FAR) 36.204, the construction magnitude is between $1,000,000.00 and $5,000,000.00.The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 1 September 2018, 2:00 P.M. CST. This notification, which shall not exceed five typewritten pages, must include a (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Sources Sought Information Request Form ( attached to this posting) and (3) A listing of comparable projects completed during the past three years, both for Government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
