General Notice West Mifflin Sanitary Sewer and Stormwater Authority (WMSSSA) (Owner) is requesting Bids for the construction of the following Project: MS4 Construction Projects – Nordeen Contract No. 2026-01 Sealed bids for the construction of the Project will be received electronically via the PennBid Program by the WMSSSA until Thursday, July 23, 2026, at 11:00 A.M. local time. The Project includes the following Work: Work under Contract No. 2026-01 can be generally described as the construction of a dry extended detention stormwater facility associated with demolition of existing sewers, new storm sewer connections and structures, a vegetated channel, and sanitary sewer relocation. The Project has an expected duration of one hundred eighty (180) days. Obtaining the Bidding Documents Information and Bidding Documents for the Project are available at no cost at PennBid: pennbid.bonfirehub.com Bidding Documents may be downloaded from the designated website. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Pre-bid Conference A MANDATORY pre-bid conference for the Project will be held on Thursday, July 16, 2026, at 10:00 A.M. at Nordeen Park located on Nordeen Drive, West Mifflin, PA 15122. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Attention is called to the fact that prevailing minimum wage rates as determined by the Secretary of the Department of Labor and Industry must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each contractor is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012. Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States.
