The Miranda Micro-surfacing project is a highway maintenance initiative by Caltrans, District 1 – Eureka, targeting a segment of Route 101 in Humboldt County between postmiles 22.4 and 28.0, with specific work occurring at the French Road undercrossing and from Salmon Creek Bridge to Myers Flat Separation. The primary task involves applying micro-surfacing between postmiles 23.8 and 28.0, accompanied by a dig-out at postmile 22.4, replacement of existing rumble strips, renewal of pavement delineation, and installation of temporary construction signage. All activities are strictly confined within the existing state right-of-way, with no soil or vegetation disturbance beyond the pavement limits and no tree removal permitted. Equipment staging is restricted to paved surfaces and designated non-vegetated turnouts to minimize environmental impact. The project qualifies for a categorical exemption under Class 1 of the California Environmental Quality Act (CEQA), specifically 14 CCR §15304, as it constitutes a minor alteration to an existing facility with negligible environmental consequences. The work is intended to preserve the structural integrity and safety of the roadway, ensuring continued efficient transportation. No formal contract value, pricing, or line-item details are provided, as this is a forecast notice rather than a competitively bid solicitation. The administrative lead is Coady Reynolds, Sr. Environmental Scientist, with supporting oversight from Stanley Brandenburg, though no formal contracting officer or technical representative roles are designated. Submission requirements are limited to environmental exemption documentation, with no standard FAR clauses, packaging specifications, invoicing protocols, or socioeconomic certifications referenced. The project remains in the pre-award phase, with no defined timeline, delivery schedule, or payment details provided.
