The Missile Defense Agency (MDA) is soliciting industry proposals to develop a prototype Shipborne Phased Array Instrumentation Radar (SPAIR) integrated into a ship-based platform to support missile defense flight testing. The focus is on delivering a system capable of operating in maritime environments, taking into account ship motion, and built upon proven commercial or government off-the-shelf technologies to expedite delivery, reduce costs, and mitigate program risks. The procurement is planned in two phases: Phase I involves competitive selection of an offeror(s) to provide a full design package including system reviews and radar integration with the ship design; Phase II may be requested to cover full prototype development, delivery, installation, testing, and reaching Initial and Final Operational Capability based on the approved Phase I design. The government retains the right to select any number of proposals from Phase I. Offerors must have an active SECRET or higher Facility Clearance with the appropriate safeguarding level due to the handling of classified information. Access to an Offeror’s Library containing controlled unclassified information and requirements for both phases will be provided only upon verification of clearance status. Interested parties must submit company and security officer details to the designated MDA email to request access. Responses must be submitted by July 17, 2026, with the solicitation posted on June 15, 2026. The contract falls under NAICS code 334511 and is managed from the MDA office in Huntsville, Alabama, within the Department of Defense.

The purpose of this solicitation is to seek Industry solutions to deliver a prototype radar that is integrated into a ship-based platform for collection of data supporting MDA flight testing.  In this context, provisions for maritime operations include ship motion.  MDA is seeking a proven technology base, supported by active production line(s), and leveraging a continuing sustainment infrastructure.  MDA will focus on acquiring a prototype system anchored on proven commercial/government-off-the-shelf (COTS/GOTS) technologies to accelerate the delivery schedule, reduce costs, and minimize programmatic risks for the delivery of a prototype SPAIR.

MDA intends to execute this procurement in two phases.  Phase I will competitively select an Offeror(s) to develop and deliver a full design for the proposed radar to include System Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR) and integration of the radar into the ship design.  The MDA may request a Phase II proposal from the selected Offeror(s) for the full prototype development, delivery, installation, integration, testing and achievement of Initial Operational Capability (IOC)/Final Operational Capability (FOC) based on the approved design delivered in Phase I.  The Government reserves the right to select one, all or none of the proposals provided for Phase I.

Performers will be required to access, handle, receive, and store SECRET information in performance of this effort.  Offerors must have an active SECRET (or higher) Facility Clearance (FCL) with SECRET (or higher) Safeguarding Level to be eligible to respond to this solicitation.  The “Offeror’s Library” with CUI data is available for Offerors with an active SECRET (or higher) FCL with SECRET (or higher) Safeguarding Level.  The Offeror’s Library contains requirements and background information for Phase I and II.  To Request Access to the Offeror’s Library:  Interested Offerors must have a Facility Security Officer (FSO) email the following information to mda.spair@mail.mil:

  • Company name and official mailing address
  • FSO contact information
