AI Contract Overview
The contract seeks a comprehensive Learning Management System (LMS) to support the Army Training Information System (ATIS) by delivering, tracking, and managing mandatory, mission-essential, and professional development training for approximately 1.5 million users, including all Army Components, Civilians, contractors, and over 88 Centers of Excellence and Schools. The LMS must accommodate both instructor-led, classroom training and asynchronous independent learning, featuring a centrally accessible course catalog alongside tenant-level management. Each sub-organization within the system requires isolated administrative controls with data privacy to prevent access to personnel and training records of other sub-organizations. At the same time, central governance must allow Headquarters to maintain visibility and control across all sub-organizations, with scalability as a necessary functionality. The solicitation, issued by the Department of Defense, specifically by the Army office located in Rock Island, Illinois, calls for industry responses by May 29, 2026, at 9:00 AM Eastern Standard Time. A Q&A will be posted by May 18, 2026, to assist interested parties. The place of performance is Fort Eustis, Virginia, and points of contact for this sources-sought notice are identified to facilitate communication. This effort aims to ensure the LMS system meets the diverse training delivery and management needs across a substantial mission-wide user base, emphasizing security, administrator autonomy, and centralized oversight.

----------------------------------------------
The Product Manager Army Training Information System (ATIS) requires a comprehensive Learning Management System (LMS) to deliver, track, and manage all mandatory, mission-essential, and professional development training for approximately 1.5 million personnel to include users from all Army Components, Civilians, and contractors. Additionally, there are separate and distinct educational needs for the 88+ Centers of Excellence and Schools that must be integrated into the LMS. The LMS must be able to support instructor-led, traditional classroom training and education, as well as asynchronous independent learning
The LMS must be able to support a centrally accessible course catalog as well as sub-organizations or tenant level management. Each sub-organization requires its own designated administrators who require data isolation to allow for content, users, course catalogs, and reporting management. Suborganization administrators should not have access to the personnel data or training records of other sub-organizations. The LMS must simultaneously support central control allowing for Headquarters- type training to be accessible outside of the sub-organizations and retain visibility and governance across all sub‑organizations. Additionally, scalability is a required functionality for the LMS.
