2nd Update: This notice will continue to be updated in the description section with responses to questions received:


1. Production CLINs are 20 month ARO DO Award or First Article Approval (CLIN 0003 First Article includes MSE) 


2. A GFM list will be provided w/Solicitation.


3. The USAF anticipates CLIN 0003 delivery update will be made to 18 months ARO award.


4. FAR 52.216-19 Order Limitations fill-ins are requested to be submitted in response to formal Solicitation


5. Cost or Pricing Data clauses are included in the event only one offer is received. To Be Negotiated instead of To Be Determined was used in the contract schedule, as the USAF’s new contract writing system limited nomenclature for Unit Price Column. Negotiation of CLIN pricing is not anticipated.


6. Regarding DFARS 252.215-7008 Only one Offer, The PCO responsible will need to determine the applicability at the time of bid/proposal. Exceptions within FAR 15.403-1 are considered by the PCO in the determination to request or not request further data.


7. MJU-76 Ordering Procedures Under Multiple Award Contract section2.C (p.1), has been corrected to ordering years instead of periods.


8. RFO clause removals will be updated to the formal solicitation, please advise if any discrepancies are found upon posting.


9. Attachment 23- The example RFOP may be updated respective to Order needs at the time of each RFP release. Response times are generally 15-30 days.


10. The minimum award guarantee is awarded in the first DO concurrent with the Base IDIQ award. It is separate from minimum order quantities specified in Ordering limitations Clause FAR 52.216-29. It may be helpful to view the minimum award guarantee as consideration for Contractor agreeing to the Base IDIQ award. The USAF cannot commit to making annual buys beyond the minimum order guarantee.


11. Latest TDP updates should reflect updated drawings incorporating overmolded endcap.

Update: At this time, the USAF believes this solicitation will be competitive with qualified offerors. In the event only one bid is received, Certified Cost or Pricing Data may be requested.


This Presolicitation notice is updated to correct an earlier provided government Draft RFP response, see below correction.


Correction from: Contractors awarded an IDIQ contract are contractually committed to bid to RFP requests


                  to: Contractors are not obligated to propose to Request for Order Proposals; however contractors are obligated to perform awarded Delivery Orders. 


This is a Pre-solicitation notice for an anticipated upcoming procurement of MJU-76/B Thrusted Flares production. The government anticipates awarding two Multiple Award Contracts (MAC) IDIQ, concurrently with the first Delivery Orders. 


This requirement is anticipated to be other than full and open competition with limited sources, FAR 6.302-1, Armtec and Chemring (CAGE 3DU30 & Z3487, respectively). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.


See attached Draft Solicitation for details. This notice will be updated to include a near Final Draft RFP, which the government is requesting offeror feedback.
