The Naval Surface Warfare Center Panama City Division plans to issue a firm, fixed-price purchase order for twenty wheeled transit cases, part number 1690-002-110-06, specifically configured for the MK16 MOD1 Underwater Breathing Apparatus (UBA). The procurement will be conducted on a sole source basis, with Atlantic Diving Supply (ADS) as the designated vendor, as they are the sole source provider authorized to supply these cases per the Naval Sea Systems Command (NAVSEA) approved Source Control Drawing #53711-6914590. Although the cases are manufactured by Pelican Products, ADS’s specific configuration for the MK16 MOD1 UBA is the only approved variant, ensuring compliance with strict qualification requirements that prohibit substitution without extensive retesting. This acquisition will follow simplified acquisition procedures under FAR 13.1, with a contract award anticipated around August 10, 2012, and delivery to the Naval Surface Warfare Center in Panama City, Florida. While the government considers ADS the only capable supplier due to the source-controlled configuration, it invites other companies who believe they can meet the requirements to submit documentation demonstrating their capability by the specified deadline. The procurement will be awarded based on fair and reasonable pricing, with oversight from the contracting specialist, Ms. Angela Maher. The NAICS code assigned is 326199, and the small business size standard is 750 employees.
